AS:3000-2007 Wiring rules were changed for the installation of dichroic downlights due to their high fire risk. Approved covers must be fitted to prevent insulation from covering the lamps increasing the fire risk due to the high temperatures generated. Clearances from beams were ammended too, but there are a lot of downlights that were installed before the current regulations were put into place.
